POSITION DESCRIPTION
EXECUTIVE DIRECTOR (FLSA-EXEMPT)
DEFINITION: An administrative position involving responsibility for smooth operation of all library functions, on behalf of the Board of Trustees and under its review and direction.
DISTINGUISHING FEATURES: In conjunction with the Board, staff, and appropriate community representatives plans, organizes, develops and directs all aspects of library service to residents of the District. Responsible for designing methods of evaluating various services and implementing them.
PERFORMANCE RESPONSIBILITIES:
Library Service:
• Responsible for library service to the public and the operation of the library within the limitations of the working budget.
• Keeps informed of current trends and thought in library service by continuing study, visits to other libraries, attendance at professional meetings and conferences, membership in appropriate professional societies, and other means so as to be able to provide leadership to all those interested in improving library service.
Personnel:
• Recruits, specifies the duties, and maintains current position descriptions of all employees of the District.
• Is ultimately responsible for the direction, supervision, scheduling, and training of the library staff.
• Coordinates the work of the professional and/or supervisory staff members, provides counsel and motivation, and fosters an esprit de corps among all employees.
• Evaluates performance, recommends salary adjustments, promotion, demotion, or dismissal of any employee, and maintains personnel records.
• Is responsible for administering the payroll and employee benefits in compliance with Board policy and applicable state and federal laws.
• Interprets for the library staff all Board policies and acts as liaison to the Board on behalf of the staff.
Materials:
• Directs the selection of library materials within the budget and according to the materials selection policy adopted by the Board.
• Directs the organization of materials and the procedures necessary to facilitate their use by the public.
• Implements the most effective methods to borrow or otherwise make available materials not owned by the library.
• Conducts periodic reviews of the collection to ensure that appropriate materials are available to meet the needs of the District.
Financial:
• Prepares a recommended budget for adoption by the Board.
• Acts as purchasing agent for the Board according to established policy.
• Establishes and maintains efficient procedures and effective controls for all expenditure of library funds.
• Closely supervises the recording of commitments, expenditures and preparation of the monthly expense report.
• Makes both long and short term projections of anticipated expenditures.
• Analyzes monthly expense report, validates invoices for approval by the Board.
• Is responsible for routing banking and business transactions.
Legal:
• Has a working knowledge of Illinois library law and other state and federal laws relevant to library operations: e.g. employment, obscenity, anti-trust, business transactions, etc.
• Is able to identify situations requiring professional legal assistance.
• Informs the Board of proposed or pending legal changes and/or trends.
Facilities, Equipment and Supplies:
• Is responsible for the care and routine maintenance of facilities and equipment, and advises the Board if expenditures not budgeted are required.
• Identifies future facility and equipment needs and recommends ways and means for their implementation.
• Maintains inventory list of equipment and controls use of supplies.
Records and Files:
• Establishes and maintains any necessary records of the library's books and other materials and equipment, and any other such records required by the federal government, the State of Illinois, or the Board.
• Acts in concert with the Board as custodian of all records, contracts, securities, documents, and other papers belonging to the Board.
• Files, or causes to be filed, all reports required by the State, the federal government or any other body.
Board Relations:
• Responsible for the operation of the library in accordance with the policies and with the budget adopted by the Board.
• Attends and actively participates in meetings of the Board.
• Prepares monthly report on the operation of the library in order to inform the board about programs, activities, problems, and other matters affecting the District.
• Provides guidance relative to all matters requiring action by the Board by presenting necessary and helpful background information, raw data, and recommendations needed to make informed decisions.
• Acts on own discretion if action is necessary in any matter not covered by existing Board policy, reports such action to the Board as soon as practicable.
• Provides orientation of newly elected or appointed Trustees.
Community Relations:
• Responsible for developing and publicizing the library's resources, programs, and activities.
• Represents the library on occasions requiring professional competence for interpreting library organization, activities, and related matters.
• Cooperates with community organizations to foster support of the library within the community.
• Acts as liaison on behalf of the Board with the DuPage Library System, professional groups and community organizations.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES: In addition to the preceding, the following necessary skills and abilities are required.
• Foresightedness.
• Ability to plan, lay out, and coordinate the work of the library staff.
• Ability to meet people easily and communicate effectively both orally and in writing.
• Knowledge of administrative techniques.
• Ability to exercise discretion and independent judgment.
QUALIFICATION FOR APPOINTMENT: Master of Library Science degree from a school accredited by the American Library Association and five (5) years of recent public library experience in an administrative or supervisory position with emphasis on fiscal management.
